Remembering John Norville
The Shipley's Choice community lost an important neighbor on March 27. John and his wife, Kathy, have lived in Shipley's since its earliest days. John was an important member of the Shipley's Choice Community Association (SCCA) Board of Directors for decades. John was our parliamentarian who managed Board elections, he represented us before the Greater Severna Park Council, and stayed in touch with our representative on the Anne Arundel County Council. John remained devoted to SCCA until his last days, rarely missing a meeting and vociferously advocating for what he believed was best for the neighborhood. Please keep John and Kathy in your thoughts.
About the NeighborhoodFor Shipley's Choice Home Owner Association (SCHOA) Please refer to the HOA website at www.shipleyschoice.com for current contact information. Shipley’s Choice is a community of single family homes in the Greater Severna Park area north of Annapolis, MD, nestled in the suburbs between Washington DC and Baltimore. The neighborhood is divided into two main community organizations:
Founded in 1979, the mission of the SCCA is to:
and also...
Shipley’s Choice is ideally located in Anne Arundel (AA) County, MD; about 10 miles north of Annapolis, MD, the sailing boat capital of the United States and the seat of Maryland state government. Annapolis is also home to the United States Naval Academy and St. John’s College, and the city is a historic city preserving its naval heritage and colonial architecture homes. The land on which the Shipley's Choice was established was originally acquired by Adam Shipley, who came to Anne Arundel County in 1668. On March 30, 1681, he patented 200 acres on the south side of the Severn River. The community of Shipley’s Choice is on the western edge of Severna Park, MD, where the public school district includes the Shipley’s Choice Elementary School, number 1 in the AA County & 10/10 by Great Schools; Severna Park Middle School, and the Severna Park High School. Shipley’s Choice is just 1½ miles from Exit 10 of Interstate 97, 17 miles from Baltimore, 34 miles from Washington, D.C., and 8 miles from the Thurgood Marshall Baltimore Washington International (BWI) Airport. Centrally located, the neighborhood has great access to several major interstates, as well BWI Airport, and the AMTRAK train station (great access to both DC via the MARC and Baltimore via the light rail). The Shipley’s Choice community features a walk-able location for the Shipley’s Choice Elementary School and the privately managed, Shipley’s Choice Swim & Tennis Club, facilities of a club house, two swimming pools, a children’s pool, and four tennis courts. Residents of SCCA homes in Shipley’s Choice have homes that are primarily two story with two car garages on well treed lots of a ¼ acre or more. AA County is responsible for snow removal from the streets, street repairs, and trash removal, including recycling trash and greens removal at the curb from containers. Residents are professionals usually working within the Washington-Baltimore-Annapolis triangle, and some include Columbia, MD and the Fort Meade, MD area for their employment. |

The County's project manager provided the following update on the new traffic lights at Governor Stone and Rustling Oaks: BGE completed electrical work this week. A contractor will install new ramps in the near future, possibly next week. Once the ramps are complete, the existing markings for the crosswalks will be removed and new markings will be installed to align with the ramps. Then the County will establish a date to activate the lights. Designating Shipley’s Choice Community Association as a Special Community Benefits District (Dec 2025)
During our SCCA Board of Directors meeting on December 12, 2025, the Board voted to pursue designating SCCA as a Special Community Benefits District (SCBD). Such a designation would result in Anne Arundel County collecting our annual dues through annual county tax collection. We are pursuing this action for one reason: only 70 percent of houses that are part of SCCA pay annual dues and the community’s income doesn’t match our expenses. There are many homeowners’ associations designated as SCBDs in Anne Arundel County, including our neighbors in Chartwell. Two-thirds of SCCA homeowners must sign a petition in order for our community to become a SCBD. Establishing a SCBD will likely be a lengthy process; we will be sure to share information regularly and provide an opportunity for members of the community to share their opinions about this initiative. Street Safety
Riding bikes and scooters can be a lot of fun, but it's also important to teach our children about the potential dangers, especially when riding at night. To help keep our community safe, we encourage all parents to talk to their kids about bike and scooter safety.
Here are some important safety tips to share:
